Lula and Flávio: from proposal to changes in the law

Of the provisional measures issued during Lula’s first two governments, 366 were approved by Congress[1]. In the Senate, none of the 62 proposals with Flávio as lead author had become law in the survey published on May 31, 2026[2]. These are different roles, instruments and periods.

The zero applies to the Senate, within this lead-authorship scope. At the Alerj, 51 of Flávio’s 208 proposals became law, according to Folha[8]. Lula’s MPs include budget matters and already have the force of law when issued[4]. These counts measure neither the quality of each measure nor all the work done in each office.

National policies

Programs that reached the population

In December 2010, Bolsa Família served 12.8 million families, according to an Agência Senado record[9]. By 24 December that year, ProUni had awarded 748,000 scholarships, according to Agência Brasil[10].

These policies began under Lula’s governments and were enacted into law by Congress. Their implementation involves teams, institutions and other public bodies. The three programs above are examples, and the numbers of families and scholarships should not be added together.

In the Senate

Approval is not yet law

The two bills approved in the Senate concern lotteries for the Associação Brasileira Beneficente de Reabilitação (PL 3071/2019)[11] and recycling of electric vehicle batteries (PL 2327/2021)[12]. Both were still before the Chamber when checked on October 5, 2026.

Flávio’s office disputes the focus on lead authorship alone and highlights co-authorship, political negotiation and amendments as part of his work[2].

State-level record

Flávio also got laws passed

Between 2003 and 2018 at the Alerj, 51 of his 208 proposals became law, according to Folha[8]. The Assembly itself documents Flávio’s Law 7.451/2016 on transparency in psychometric tests for public service recruitment[13].

Law 7.454/2016, by Flávio and Bernardo Rossi, authorized shorter working hours for public servants and military personnel responsible for people with disabilities[13]. In the Senate, Flávio was also rapporteur for the proposal on temporary prison leave, enacted into law in 2024[8].

Criterion

What the count allows us to say

The 366 approved MPs do not represent 366 programs or all the output of Lula’s governments[1]. Flávio’s zero refers exclusively to lead authorship in the Senate in the May 2026 survey; co-authorship is outside this indicator[2].

Progress also depends on rapporteurs and committee agendas, Flávio’s office stresses[8]. The records show different paths and outcomes, but do not support the claim that he never worked.
