50/ 63The Bolsonaro picks in Rio

Four of Flávio's allies in Rio: one impeached, one barred from running, two arrested

Since 2018, Flávio has backed four names in Rio: he campaigned with Wilson Witzel[1], stitched together Cláudio Castro's ticket[2], signalled support for Rodrigo Bacellar[3] and announced Márcio Canella for the Senate[4]. Witzel was impeached[5], Castro was barred from running[6], and Bacellar and Canella were arrested[7][8]. Flávio is not under investigation in these cases.

Flávio's picks and who comes with them

Flávio Bolsonaro

Senator and presidential candidate (PL)

  1. 01

    Wilson Witzel

Former governor. Impeached in 2021; STJ defendant for corruption and laundering [5][9]

    • Campanha Oct. 2018

Once elected, Witzel thanked “a young senator who, in a symbolic gesture, going even against 01 (Jair Bolsonaro), gave me his hand”[1]. Jair declared himself neutral in Rio[22].

  2. 02

    Cláudio Castro

Elected governor of Rio in 2022. Barred from running until 2030 by the TSE [6]

    • Chapas do PL 2022

In 2022, Flávio “was put in charge of stitching together the PL's tickets in the state”, with Castro running for re-election[2].

    • Candidato ao Senado Feb. 2026

In Brasília, Flávio announced: “our Senate candidates in Rio will be Cláudio Castro and Márcio Canella”[4]. In March, the TSE barred Castro from running for office until 2030[6].

  3. 03

    Marcus Amim

Castro's former Civil Police secretary. In pretrial detention [10]

    • Nomeação 2023 with Cláudio Castro

Castro chose Amim to head the Civil Police Department, where he stayed about ten months[10], “after pressure from state deputies”. He was arrested in the same operation as Canella[8].

  4. 04

    Alessandro Pitombeira

Former Castro secretary. TRF-2 defendant in an alleged CV-linked scheme [11]

    • Secretário with Cláudio Castro

Pitombeira was state sports secretary in Castro's government[13]. According to the investigation, he “leaked police data in exchange for undue advantages”[17].

  5. 05

    Allan Turnowski

Former Civil Police chief. Arrested in 2022; free pending trial [12][13]

    • Apoio à candidatura 2022 with Cláudio Castro

Turnowski had headed the Civil Police since 2020 and left to run for federal deputy for the PL, with the support of governor Cláudio Castro. The MPRJ suspects he took bribes from the jogo do bicho, an illegal lottery[12]. He denies it[13].

  6. 06

    Márcio Canella

Former mayor of Belford Roxo, state deputy-elect. In pretrial detention [14][8][15]

    • Candidato ao Senado Feb. 2026

Canella was the other name Flávio announced for the Senate[4]. In August, he dropped out to run for state deputy[23].

    • Mãe na suplência Feb. 2026

Rogéria Bolsonaro, Flávio's mother, “had been chosen to be the first alternate on Márcio Canella's Senate pre-candidacy”[15].

    • Apoio integral Apr. 2026

Flávio posted a video with Canella[15] and reaffirmed his “full support, 100%”. Allies say he distanced himself after a Federal Police operation in July[24].

  7. 07

    Rodrigo Bacellar

Former Alerj speaker. STF defendant for obstructing an investigation [16]

    • Sinal de apoio May 2025

Flávio “signals support for Rodrigo Bacellar, speaker of the Alerj”, then “Cláudio Castro's favourite for governor of RJ in 2026”[3].

    • Encontro em Búzios Jul. 2025

Flávio and Bacellar, then acting governor, gathered mayors and deputies in Búzios[25]. On 17 July, Flávio said: “There was haste in choosing Bacellar”[26].

  8. 08

    TH Joias

Former state deputy. Federal court defendant over ties to the CV [17]

    • Vazamento Sept. 2025 with Rodrigo Bacellar

According to the prosecution, Bacellar learned in advance of Operation Zargun, against CV leaders in Complexo do Alemão, and passed the information on, allowing evidence to be removed before the searches[16]. He “was accused of passing Zargun information to TH Joias”[17]. His defence “remains convinced of a future and just acquittal”[16].

  9. 09

    Douglas Ruas

Governor-elect in 2026. Under MPRJ investigation, at an early stage [18][19]

    • Ato de campanha Oct. 2026

Beside Ruas, Flávio said the two are aligned in “declaring war” on organized crime[21].

  10. 10

    Capitão Nelson

Mayor of São Gonçalo (PL). Named by the militia inquiry; not indicted [20][21]

    • Pai 2008 with Douglas Ruas

Ruas was a secretary in his father's city government from 2021[27]. In 2008, the final report of the Alerj's militia inquiry (CPI das Milícias) listed the then city councillor among the “Lideres” (leaders) of a militia in Jardim Catarina, based on anonymous tips to the Disque Milícia hotline, and asked the electoral prosecutors to investigate[20]. Nelson was not indicted and denies the accusations[21].

Each line is a documented, dated act: a campaign, an announcement, a ticket, support, a meeting, an appointment, a post or a court case. Flávio campaigned with Witzel and with Ruas, picked Castro and Canella for the Senate and signalled support for Bacellar. Amim, Pitombeira and Turnowski are linked to Castro's government, TH Joias to Bacellar and Capitão Nelson to Ruas, his son, not to a choice by Flávio. Flávio is not under investigation in these cases. Raphael Montenegro, a Castro secretary arrested in 2021, is left out because the TRF-2 halted his case[13].

Senate

The family seal

On 24 February, Flávio announced: “our Senate candidates in Rio will be Cláudio Castro and Márcio Canella”[4]. Canella, Rio's most-voted state deputy in 2022[14], got more than the name: Flávio's mother, Rogéria Bolsonaro, was chosen as his first alternate[15].

In March, the TSE barred Castro from running until 2030 for abuse of political and economic power in his 2022 re-election[6]. In July, Canella was arrested in the act for illegal possession of a firearm, with a rifle in his car; his defence says the gun was legal[23][8]. In August, he dropped his Senate bid[23].

Canella

What the Federal Police say

The Federal Police placed Canella in pretrial detention on 15 October[8][15]. According to the Federal Police, he is the “political patron” of a group that, by a Coaf estimate, moved R$ 7.6 billion through petrol stations, “although not identified as a direct operator of the group's financial transactions”[28].

The Federal Police cite recordings in which a military police captain, later expelled, negotiates with CV leaders, as “intermediary for the interests of the municipal administration” of Canella, the “deliberate pull-back of the State's operational raids”[28]. His defence says “everything will be cleared up”[28]. Flávio is not under investigation in this case.

Castro government

Police, secretaries and the Alerj

Two former Civil Police chiefs of Castro's government were arrested: Allan Turnowski, in 2022, suspected by the MPRJ of taking bribes from the jogo do bicho, an illegal lottery[12], and Marcus Amim, in October 2026, in the operation that arrested Canella[10][8]. Turnowski denies it and is free pending trial[13].

Bacellar, whom Flávio signalled support for as governor[3], is a defendant at the STF for obstruction: according to the prosecution, he passed Operation Zargun information to TH Joias[16][17]. At the TRF-2, TH Joias and Pitombeira, a former Castro secretary, are defendants in an alleged CV-linked scheme[11].

Succession

The line of succession

On 24 March, the TSE barred Castro from running and revoked the mandate of Bacellar, speaker of the Alerj[29]. Three days later, Bacellar was arrested again[7]; in September, he was in the federal prison in Mossoró[30]. The vice-governor, Thiago Pampolha, was appointed to the TCE-RJ audit court in 2025, in a manoeuvre Flávio was “aligned” with[3].

The state is now governed by the president of the Court of Justice, Ricardo Couto. According to the government, 30 audits of contracts worth at least R$ 2.6 billion from Castro's administration were sent to prosecutors[31].

Elected governor in October with Flávio's support[32], Douglas Ruas (PL) is under investigation by the MPRJ on suspicion of bidding crimes, embezzlement, money laundering and criminal organization[18]. Ruas denies it and says he believes the case will be shelved[33].

Before being Castro's secretary for Cities[18], Ruas was a secretary in the city government of his father, Capitão Nelson (PL)[27]. In 2008, the Alerj's militia inquiry (CPI das Milícias) named Nelson as one of the leaders of a militia in São Gonçalo, based on anonymous tips to the Disque Milícia hotline[20]. He was not indicted and denies it[21].

Apologies

Four times

In 2020, Flávio apologized “to you who voted for governor Wilson believing in me, in Bolsonaro”[34]. On Bacellar, he said in 2025: “There was haste in choosing Bacellar”[26]. And, in 2026: “If I had known that, I would never [have supported him]”[35]. On Canella, allies say he distanced himself after the July operation[24].

Getting it wrong once happens. In Rio, it was four times. The man who chose these allies wants to choose the country's ministers.

Method

Against the investigations

On leaving the government in April 2020, Sergio Moro pointed to “a clear political interference in the Federal Police”, with superintendents being replaced “starting with Rio de Janeiro”[36]. Two days earlier, at a cabinet meeting, Jair Bolsonaro had said: “I'm not going to wait for them to fuck over my whole family, out of spite, or my friends”[37].

At the same meeting: “That's why I'm going to interfere! And that's final!”[37]. The Federal Police concluded, in 2022 and again in 2026, that there was no interference in the force[38].

In August 2020, at a meeting with Jair Bolsonaro, General Augusto Heleno and one of Flávio's lawyers, Alexandre Ramagem suggested, according to the Federal Police, “opening administrative proceedings against the Receita auditors” to annul an investigation into Flávio[39]. Flávio says he “never had any relationship with Abin”[39].

Rio

Who controls the territory

In the city of Rio, 42.4% of the population lives under the control or influence of armed groups. In the metropolitan region it is 34.9%, about 4 million people[40]. There, militias hold 49.4% of the area under armed control, and the Comando Vermelho controls 47.5% of the controlled territory[40].

On the 25th, the vote for president also decides who comes with him.
