Lula created Farmácia Popular. Today, all 41 items are free.

Farmácia Popular was created by Lula in 2004 and, since February 2025, provides all 41 items free of charge[1][2]. Under his government, Bolsa Família returned with a R$ 600 minimum set in law[3], and those earning up to R$ 5 thousand stopped paying income tax[4].

From 2004 to 41 free items

Created in 2004, during Lula's first term[1], Farmácia Popular went from serving 20.7 million people in 2022 to 24.7 million in 2024. Since February 2025, all 41 items have been free, and more than 1 million people a year who still paid part of the cost of their medicine began receiving it free[2].

Income

The R$ 600 became law

Auxílio Brasil also paid R$ 600 in 2022, but only until December. The Bolsonaro government's 2023 budget projected an average of R$ 405[6].

Lula signed the law setting a minimum of R$ 600 per family, plus R$ 150 per child under seven[3]. In September 2026, 19.29 million families received an average of R$ 678.18[5].

Tax

Exemption up to R$ 5 thousand

Lula signed the law exempting those earning up to R$ 5 thousand a month from income tax, from January 2026. More than 15 million taxpayers benefit. The exemption is offset by a minimum tax of up to 10% on incomes above R$ 600 thousand a year[4].

Flávio promises to maintain and expand Farmácia Popular, without detailing costs or funding sources[7]. His program does not mention the scheme[8].

On the 25th, one of the two has already shown what he has done.
