Flávio called Lula the father of tigrinho. Temer legalized betting.
In his 1 October livestream, Flávio Bolsonaro called Lula the “father of tigrinho” and said he had left the people hungry. Lupa rated both statements false[1]. Aos Fatos called the first recurring disinformation and said that, on hunger, the data show the opposite picture[2].

Betting
The law came before Lula
Fixed-odds betting was legalized in December 2018 by Law 13.756/2018, signed by Michel Temer[1][2]. The law allowed up to four years for regulation. Jair Bolsonaro's government let the deadline expire on December 12, 2022 without publishing the decree[2][1].
The Lula government regulated the market through Law 14.790/2023[1][2]. The ban came through a provisional measure on September 25, 2026, one month before the runoff, and still depends on Congress to become law[2].
Hunger
Brazil left the Map
In July 2025, Brazil left the UN Hunger Map, with less than 2.5% of its population at risk of undernourishment[1]. The country had left it for the first time in 2014, under Dilma[2], and returned during Jair Bolsonaro's government[1][2].
The problem has not ended: an IBGE survey published in October 2025 counted 6.4 million people facing severe food insecurity[2]. But according to the IBGE, 8.6 million people escaped poverty between 2023 and 2024[1].
Fact-checking
Two statements, two fact-checks
Author’s note
Those who debunk stand alone
The fact-checks of this livestream came from two independent agencies, Lupa and Aos Fatos. Up to October 10, we found no fact-check of it by g1's Fato ou Fake, Folha, O Globo or UOL. Estadão Verifica had already rated the claim that Lula created betting as misleading, in posts predating the livestream[3].
Much of the coverage merely recorded the accusation. A report on Flávio's schedule repeated that betting was regulated under Lula, without saying it had been legalized by Temer[4]. A repeated lie spreads faster than its correction, and fighting it should be the work of the whole press, not only fact-checkers.
