What each program saysExcerpts from both campaigns' government programs, Lula's with 84 pages and Flávio's with 76, on four topics.
SubjectLulaFlávio Bolsonaro
6x1 workweek, Program and statements

Work in the Senate to end the 6x1 workweek and establish a 40-hour week with no pay cuts[2], as approved by the Chamber, by 461 to 19[3].

The program does not mention the 6x1 workweek[4]. On 6 October, Flávio argued for the alternative of “giving workers the freedom to choose their own working hours” and called Lula “opportunistic”[5].

Social programs and health, In the programs

Farmácia Popular will include “laboratory, diagnostic and monitoring tests for chronic conditions”, such as hypertension and diabetes[2].

“We will maintain existing social programs”, the program says[4].

Security, In the programs

“Once the Public Security PEC proposed by the Executive is approved, we will create the Ministry of Public Security”[2].

Promises “half a million new places in the prison system in 4 years”[4].

Costs, Poder360 analysis

Does not state the cost of the proposals, fiscal targets or the debt trajectory. Alexandre Schwartsman, former Central Bank director, sees a “loose” budget[6].

Does not state the cost of the proposals, fiscal targets or the debt trajectory. For Schwartsman, Flávio's spending cuts are “a great void”[6].

Details

When the question is how

In February, while still a prospective candidate, Flávio was asked on Jovem Pan's Pânico whether he would bring back the spending cap. He replied: “I do not want to go into details of what I will propose”, and said the team was still studying the subject[7].

On September 23, already a candidate, he announced SOS Brasil in a livestream, a fund to pay part of the public debt and reduce people's debts, using “new revenues”. According to Jornal de Brasília, “he did not detail how this would be done, but said his team is already studying the changes”[8].

Continuity

From the law in force to the program

Promised by Lula, the income tax exemption for those earning up to R$ 5 thousand a month passed unanimously in Congress and has applied since 1 January 2026. It is offset by higher taxes on incomes above R$ 600 thousand a year[9].

Lula's program names the next steps: ending the 6x1 workweek, already approved in the Chamber by 461 to 19[3]; tests through Farmácia Popular; a Ministry of Public Security, if the PEC passes[2]. Neither program says how much the proposals cost[6].

The vote

Read both programs

Both programs are published: Lula's 84 pages[2] and Flávio's 76, promising half a million new places in the prison system and “the elimination of at least 10 ministries”[4].

The runoff is on October 25. Before voting, read both and compare them with what each candidate chose to post.
