13/ 476x1 workweek

Flávio's campaign wants a vote on ending the 6x1 workweek only after the election.

The Senate begins debating the constitutional amendment proposal (PEC) to end the six-days-on, one-day-off workweek on October 6, 19 days before the runoff[1]. Flávio Bolsonaro's campaign coordinator said he hoped it would be voted on “after the elections”[2]. On 5 October, according to Agência O Globo, “Flávio and his allies oppose discussing the measure before the presidential election result”[3]. Asked in August and September, Flávio did not say how he would vote[4][5].

  6. 2 Sept. 2026 · Full Senate

Without a safe margin of votes, the government does not bring the PEC to the floor. Randolfe Rodrigues (PT) attributes the retreat to a “coordinated action” by the opposition, involving Flávio and Marinho.[5]

What they say

“Ill-timed and electioneering”

On the PEC in its current form, Flávio said: “It will cause mass unemployment, raise the cost of living and hurt workers more than it helps them”[6]. The economic coordinator of his government program, Daniella Marques, called the debate “populist and ineffectual”[15].

Flávio also wrote: “We are not against those who want change”[6] and argues that workers should choose their own hours, with labor rights guaranteed[4].

The alternative

The PEC Flávio signed

One day after the vote in the Chamber, Flávio signed Rogério Marinho's PEC 12/2026 as a co-author[16]. Under it, employees may choose an hourly arrangement, employers pay only for hours worked, and individual contracts take precedence over collective agreements[17].

Agência Brasil describes the text as an alternative proposal “that maintains the 6x1 workweek and the maximum 44-hour working week”[5].

The text

What the Chamber approved

On 27 May, the Chamber approved the PEC by 461 to 19 in the second vote. Maximum weekly hours fall from 44 to 42 within 60 days and to 40 hours 12 months later, with two days off per week and no pay cuts[14].

PL leader in the Chamber Sóstenes Cavalcante instructed members to vote in favor. The Lula government and the PT caucus opposed the 36-hour, 4x3 workweek, considering it too abrupt a change[18].

After the 25th

Voting without knowing

Flávio is a senator and a CCJ member. Asked by Record and at the Senate, he did not say how he would vote on the PEC[4][5]. If the vote is delayed until after 25 October, voters choose a president without knowing.

The PL will have 28 senators from 2027, the largest caucus in the chamber. The new senators only take office in February, but according to Agência O Globo, the caucus's size is already starting to influence negotiations[3]. On the 25th, you are the one who votes.
