Created Bolsa Família (MP 132/2003), ProUni (MP 213/2004) and Minha Casa, Minha Vida (MP 459/2009)[4][5][6]. In December 2010, Bolsa Família reached 12.8 million families[7].

None of the 62 bills Flávio filed as lead author had become law in the survey published on May 31, 2026[8].

Minimum wage, raises 2019–2026

The four raises set by Lula’s government, from May 2023 to January 2026, added up to 9.9% above inflation[10].

His father’s government: 1.5% across five raises[10]. Flávio voted Yes on the pension reform on 10/22/2019[11].

Courts, STF and TJ-RJ, 2021–2022

The Supreme Court annulled the Lava Jato convictions on 04/15/2021, 8 to 3: the judge of Curitiba’s 13th Federal Court lacked jurisdiction[12].

Indicted by Rio prosecutors (MP-RJ) in 2020 in the rachadinhas case[13]. With the evidence annulled by the STJ and the STF[14][15], the indictment was dismissed in 2022, without a ruling on the merits[16]. He denies wrongdoing.

Banco Master, Supreme Court, since July 2026

Flávio asked Daniel Vorcaro, owner of Banco Master, for US$ 24 million for a film about his father; at least US$ 10.6 million was paid[17]. He is under investigation at the Supreme Court; there is no indictment[18]. He says there is nothing wrong with seeking private money for a film.

The mansion, BRB, 2021

The Federal Police is examining a R$ 3.1 million loan from BRB to Flávio, in 2021, for a R$ 6 million mansion, at 3.71% a year; the bank’s average was about 4.85%[19].

Militia, Rio assembly, 2005

Proposed the Rio assembly’s highest honor for Adriano da Nóbrega, then jailed and accused of killing a parking attendant; he would be acquitted in 2007[20]. In 2019, Adriano was indicted as a militia leader[21].

Sovereignty, 2025–2026

In a document to the Office of the US Trade Representative (USTR), Flávio Bolsonaro listed as “hostility” toward the United States the Lula government’s failure to sign the rare-earths deal proposed by Washington[23].
